A Talent For War by Jack McDevitt

downdb's review: "Good, but not great. The book takes place in the future, and the characters jump between planets using spaceships, but the meat of the story is mostly a historical mystery. That's fine--I enjoyed it well enough--but don't go in expecting flat-out science fiction.
I think I was expecting more of a reveal at the end. When I finally found out what the big secret was, my reaction wasn't much beyond "Oh, okay." That it didn't seem like a big deal makes me think the story didn't do as good a job as it needed to getting me into the characters' frame of reference.
Still, you could do a lot worse in a sci-fi novel, and it was at least consistently entertaining."Ace (2004), Mass Market Paperback, 320 pages
